Santa Clarita Rivers are plagued with trash… the bigger issue is the municipal code 14.10.020 is aimed at harming the livelihood of the homeless community forcing them to the river banks with no form of waste management.

WHAT IS ORDINANCE 14

Municipal code 14.10.020

a person shall not enter, be, or remain in any open space area between sunset and sunrise, except as authorized by a written permit issued by the City Manager. The City Manager may change the hours of use as stated above for any event or individual open space area. All persons shall comply with such changed hours. A person shall not park, or cause to be parked, any motor vehicle in any parking facility for a park between the hours of ten p.m. and sunrise on the following day, or when posted closed or no parking.

To create sustainable programs among our peers to implement waste management bins with routine helpers. Analogous to the waste management, we can create art with waste while trying not to effect the creation of economic gain to the homeless community for recycling purposes…. Together we can take inspiration from Banksy and display the art among the most influential parts of the city.
